The regulator engaged with four fan organizations connected to the football team in recent days.

The football club have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the iconic names for English football and recently we have met fan representatives.

Failure to pay player wages on time in spring months caused limitations by the football authorities in mid-year, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for factors unrelated to the supporters."

When asked if the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to work with them.

"Our least desirable course of action is begin intervening in an specific team, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"In actuality, when you review the record of football, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their clubs and ultimately decline to assume obligation for the long-term prospects."

"This represents everyone's worst fear in the context of the English game is a huge success story - we need to continue the progress.

"Considerable investment coming into football and has been channeled for the past two decades, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I completely endorse the success and growth as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of the nation. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a considerable comfort."
